Integrated multi-council compliance
Monitoring for a major redevelopment project - Te Wai Takamori o Te Awa Kairangi – The Soothing Waters of Te Awa Kairangi / Hutt River.
Te Wai Takamori o Te Awa Kairangi (formerly RiverLink) is a $1 billion+ redevelopment of the Te Awa Kairangi / Hutt River corridor and surrounding land area. The project aims to provide better flood protection, enable urban growth and improve transport safety and connections. Delivery of the project requires extensive river works, large-scale earthworks within the river corridor, extensive structural demolition and construction, and habitat creation and protection – all within the heart of the Lower Hutt CBD.
This joint presentation explores the integrated partnership approach to compliance monitoring undertaken to date by the respective regulatory teams at Hutt City Council and Greater Wellington Regional Council and how we plan to approach some difficult incoming challenges. This partnership approach involved the sharing of experts, information and working closely together not only on matters of mutual interest, but the project as a whole. The results have shown increased operational effectiveness, substantial cost savings for the consent holder and faster, more robust certifications and approvals. Compliance integration has enabled a smooth transition from the enabling works phase, through the approval of main works management plans, and into the construction stage. We will discuss the successes, challenges, mistakes and learnings gained through this joint compliance programme and offer our thoughts on best practice methods in the changing landscape of major projects.
